Overview



The MIAC, or Missouri Information Analysis Center, is one of three Fusion Centers located in the state of Missouri.

MIAC Mission Statement
Missouri Information Analysis Center (MIAC) provides a public safety partnership consisting of local, state and federal agencies, as well as the public sector and private entities that will collect, evaluate, analyze, and disseminate information and intelligence to the agencies tasked with Homeland Security responsibilities in a timely, effective, and secure manner.

The MIAC Fusion Center not only tracks information regarding potential terror threats, but has worked to create a more efficient process for warrant checks, traffic stops, and basic law enforcement practices. The MIAC is currently under review by the Interim Committee on State Intelligence Analysis Oversight which has held two public hearings to date.

Controversy


In the spring of 2009 the MIAC Strategic Report on the Modern Militia Movement was released to the public. The outcry was great, here is a timeline of events that lead to the legislative hearings held with regards to the existance of the MIAC:

  • February 20th, 2009: MIAC drafts document profiling Americans based on political views. Transmits report to MO State Troopers and other fusion centers nationwide.
  • Date Unknown: State Trooper leaks the MIAC Strategic Report on the Modern Militia Movement, dated February of 2009, to a nationally syndicated radio host, Alex Jones
  • March 11th, 2009: Kurt Nimmo drafts report, posts to Info Wars (link (external link)). .
  • March 11th, 2009: The grassroots begin to strategize a response.
  • March 11th, 2009: Gary Franchi of Restore the Republic contacts Catherine Bleish of the Liberty Restoration Project, discuses strategies. Franchi endorses LRP’s action approach, requests draft of action plan.
  • March 13th, 2009: Bryon Huber, LRP, contacts Franchi discusses action plan. Franchi requests plan be delivered to RTR by Monday morning March 16th
  • March 14th, 2009: Columbia Daily Tribune reports on MIAC story, features Tim Neal, story picked up by AP
  • March 15th, 2009: Huber (LRP) sends Franchi draft email “Letter to the Editor” alert.
  • March 16th, 2009: Franchi activates the RTR activist network with first alert.
  • March 16th, 2009: RTR activist network sends letters to local, state, and national press concerning MIAC report.
  • March 16th, 2009: Huber sends Franchi 3 point approach for action, Franchi adds fourth to include activist network members nationwide.
  • March 17th, 2009: Franchi activates RTR network with 4 point action plan.
Activist Network bombards MO Chamber of Commerce with calls, informs them about with holding tourism dollars, bombards MIAC ask how document can be “made better”.
  • March 17th, 2009: Constitution Party sends out notice, includes variation of action plan.
  • March 17th, 2009: Campaign for Liberty circulates petition
  • March 18th, 2009: Rush Limbaugh covers MIAC Report, LRP orders 250 AFTF Promo DVDs for MO Legislators
  • March 19th 2009: Ron Paul, Chuck Baldwin and Bob Barr Send Letter in Opposition to MIAC Report to Missouri Officials
  • March 19th, 2009: Glenn Beck covers MIAC report, provides ongoing coverage of events.
  • March 20th, 2009: Gary discusses MIAC on “The Reality Report – episode 1” features Tim Neal
  • March 23rd, 2009: Bleish and LRP descend on MO State House, deliver complaint about MIAC and deliver AFTF DVDs to entire legislative body. They enter the Governors’ office and levy their complaint deliver AFTF DVD.
  • March 24th, 2009: MO Department of Public Safety Director John Britt orders the militia report be amended to exclude the names of 2008 presidential candidates Bob Barr, Chuck Baldwin and Ron Paul, Britt sends apology to Barr, Baldwin and Paul.
  • March 25th, 2009: Franchi discuses LRP actions on “The Reality Report – episode 2”
  • March 25th, 2009: Constitution Party issues Missouri Travel Advisory
  • March 26th, 2009: Governor of Missouri retracts MIAC Document, Lt. Gov. Peter Kinder requests Gov. Nixon place Department of Public Safety Director John Britt on administrative leave pending an investigation
  • March 26th, 2009: Americans for Legal Immigration issue (ALIPAC) is issues national advisory to all local, state, and Federal law enforcement agencies and officers, along with all DHS Fusion Centers warning against any reliance upon faulty and politicized research issued by the Southern Poverty Law Center (SPLC) and Anti Defamation League (ADL), the admitted source of MIAC data.



A Brief History of MIAC


December 7th, 2005: MIAC was created with five full time employees
January 2008: MIAC was established as Missouri's officially designated sate Fusion Center
October 1, 2006: MIAC became a 24-hour a day, 7 day a week, 365 day a year operation
